5.2.3 Cross-cutting issues in projects
This section explains what cross-cutting issues are and how they relate to Catalpa's work
Cross-cutting issues are topics that are identified as important and that affect and cut across most or all aspects of development. These topics should therefore be integrated and mainstreamed throughout all stages of development from policy design, to implementation, evaluation and learning. There are various cross-cutting issues that should be considered, including:
Gender equality
Disability inclusive development
Age (rights of elderly people and children / youth)
Environmental management
At a minimum, cross-cutting issues should be mainstreamed into a project but ideally a twin-track approach is best where
(i) an issue is mainstreamed but also
(ii) specific change and activities are designed and implemented to tackle cross-cutting issues.
